The forecast period predicts that the Middle East and Africa Exchange Traded Fund (ETF) market will experience a Compound Annual Growth Rate (CAGR) exceeding 9%. Despite the global ETF market having a history of nearly 30 years, the ETF market in the Middle East and Africa remains underdeveloped. While there are over 7,000 ETFs traded globally, with ETF assets surpassing USD 10 trillion, the number of ETFs based on assets from the Middle East and Africa is significantly low. Locally-listed ETFs are scarce, and trading volumes are also low. The Middle East region has a limited number of ETFs domiciled within it. Saudi Arabia and Qatar have relatively more developed ETF markets compared to other regions in the Middle East, but even in these countries, the number of domiciled ETFs is in single digits.

The ETF has proven to be highly resilient during the turbulent financial market caused by the Covid-19 pandemic. In the MEA region, 72% of ETF distribution was in active ETFs, 11% in passive ETFs, and the remaining percentage fell under the smart beta category. The ETF model has emerged as a crucial instrument in the dynamic world of digital investing. Despite the pandemic, global economic slowdown, and strict lockdown measures, the ETF market in the Middle East and Africa has displayed a remarkable growth trajectory.

Over the years, there has been a continuous increase in Middle East countries’ focus on ETFs domiciled outside the region. This reflects the interest of foreign investors in the emerging market indices of the Middle East region, even though the number of ETFs based on GCC assets, including those domiciled in the USA, remains relatively low.
